IL MANIFESTO OVVERO
"LA REGOLA DEI BACCALAJUOLI"

L'Accademia Partenopea del Baccalà ovvvero l'Accademia dei Baccalajuoli, conosciuta anche per brevità come "Confraterni­ta dei Mussilli e Coronielli" ha lo scopo di tutelare
tutte le squisite arti sviluppatesi e sviluppantesi intorno al Gadus Morhua, sia nella versione salata del baccalà che in quella essiccata dello stoccafisso, tutelandone le preparazioni tradizionali e favorendone il miglioramento e la diffusione in Italia e all'estero. Da questo momento in poi la parola baccalà indicherà anche lo stoccafisso.
A tal fine l'Accademia:

a) studia i problemi della presenza del baccalà nella gastronomia all'interno delle singole realtà italiane, formula nuove proposte, dà gratuitamente pareri in materia su richiesta di casalinghe disperate, di istituzioni pubbliche e private, di cuochi in difficoltà, e opera silenziosamente ma in allegria per favorire la migliore conoscenza di questo generoso alimento.

b) promuove e favorisce tutte quelle iniziative dirette alla ricerca storica e/o a quella scientifica in grado di avvicinare sempre più strati della popolazione, in specie quella giovanile, ad una fonte di proteine finora ritenuta appannaggio delle classi più umili e diseredate, e mostrando loro il suo valore in quanto espressione cli costume, di civiltà, di cultura e di scienza.

c) promuove e diffonde presso la pubblica opinione la conoscenza di quei luoghi e di quelle persone, in Italia e nel mondo, che del "pesce veloce del Baltico" ne hanno fatto onore e vanto del proprio ristorante o della propria attività.

d) premia e pubblicizza con gli adeguati riconoscimenti chi meglio opera nel settore, in qualunque punto della filiera esso si trovi, e che agisca nel rispetto della natura e nella consapevolez­ za che le risorse per essere rinnovabili vanno curate e tutelate. A tale scopo viene inserito il riconoscimento "Scella"*, che a seconda del grado cli merito raggiunto può essere di bronzo, argento od oro, e il premiato gode del diritto di fregiarsene e farlo sapere al mondo nei modi che preferisce. I premi vengono assegnati da una specifica e segretissima commissione interna 'O cor' 'ell'Accademia d'o Baccalà composta da specialisti della nobile filiera e da soci anziani, motu proprio o su segnalazione cli confratelli. Naturalmente la "Scella" è come "l'illuminazione": la si può avere, ma un attimo dopo la si può anche perdere.

e) si pone come obiettivo un'opera omnia e onnicomprensiva di tutto lo scibile riguardante questa nobile creatura e una volta giunta al com­pimento della millesima ricetta, che sarebbe, come dire, l'elencazione del milione dei nomi di Dio, l'erezione in una piazza cittadina di un monumento dedicato a questo sempiterno ed umile sostenitore del genere umano.

2) L'Accademia è un'associazione privata senza fini di lucro, apartitica, ideo­logicamente libera, dove i suoi membri agiscono in condizioni di assoluta parità indipendentemente da nazionalità, sesso, razza o religione.

3) L'Accademia può aderire, gemellarsi o flirtare con altri enti o associazioni nazionali e internazionali che professino analoghe finalità istituzionali e che a loro volta non abbiano fini di lucro.

4) Nell'attività il presidente dell'Accademia viene coadiuvato da un segretario generale, un vice a cui delegare faccende noiose o cli minore importanza e da un ristretto numero di consiglieri (in un massimo di cinque) perché in più di otto a tavola si comunica male. Al consiglio riunito viene demandato il compito di programmare le attività del sodalizio, facendo proprie istanze diverse e da ogni parte provenienti.

5) Può ottenere la qualifica di "Mussillo" o "Coroniello" soltanto chi abbia una specchiata reputazione gastronomica e una riconosciuta e accertata propensione verso la cultura del baccalà. Il candidato deve presentare domanda d'ammissione, corredata da un breve ma significativo curriculum vitae, al Presidente, e sostenuta da almeno due soci anziani e ottenere l'unanime parere favorevole del consiglio direttivo. All'atto della proclamazione deve dichiarare (ma con possibilità di ravvedimento) la sua preferenza verso uno dei due filetti, ovvero se appartenere al gruppo Mussillo o Coroniello.

6) Nonostante sia un'associazione senza fine di lucro, è indispensabile versare, oltre un contributo d'iscrizione iniziale, annualmente, un simbolico scellino, modesto ma pur sempre una quota, a dimostrare un minimo di impegno e partecipazione da parte dell'iscritto e a coprire le spese di una pubblicazione quanto più possibile periodica, gratuitamente distribuita a tutti i soci, nella quale venga fornita una panoramica cli proposte, suggerimenti e indicazioni sugli avvenimenti di maggior rilievo in campo baltico- gastronomico. Il bollettino è a cura di una redazione costituita da soci redattori da nominarsi, oltre a collaboratori estemporanei cui di volta in volta la redazione si riserva di richiedere specifiche schede o articoli. In ogni caso la collaborazione, le segnalazioni, i suggerimenti e gli spunti critici da parte di tutti gli associati saranno particolarmente graditi.

7) Le riunioni conviviali sono tenute a cadenza almeno bimestrale, fatte salve opportune e frequenti Visite cli monitoraggio a ristoranti del territorio che presentino particolari o nuove qualità di baccalà o cli particolari e innovative preparazioni dello stesso. Ogni riunione conviviale avrà di volta in volta un anfitrione o simposiarca del banchetto, al quale è affidato il compito di tenere una relazione, comunicazione o conversazione, non eccedente una ventina di minuti su cli un argomento a sua scelta, ovviamente sempre dal contenuto ittico.

8) La qualifica di "Mussillo" o "Coroniello" si perde per: dimissione, decadenza, esclusione. Non si può impedire cli farsi del male a chi ha deciso cli inviare le proprie dimissioni. Basta una lettera con affrancatura semplice, o anche una cartolina illustrata. La decadenza è automatica nel momento in cui, nonostante i ripetuti solleciti, non venga versata la quota associativa o che non si abbia partecipato per un periodo di un anno all'attività della Confraternita. Viene esonerato dall'obbligo di frequentazione il socio "scellato" da infermità grave. L'esclusione, per comportamenti scellerati, indegni o quanto meno non consoni alla maestà dell'Accademia, viene pronunciata dal Presidente sentito il parere favorevole di almeno i due terzi del consiglio direttivo. Non ha il potere di un anatema o di una scomunica ma, allontanando il reprobo, è destinata a tutelare il buon nome dell'Accademia e dei confratelli.

THE "MUSSILLI E CORONIELLI"
GUILD

The "Mussilli e Coronielli" Guild aims to protect all of the exquisite arts which have developed around Gadus Morhua, both in the salted version of codfish and in the dried variation
of stockfish safeguarding all traditional recipes and encouraging their improvement and widespread dissemination throughout Italy and abroad. The filet of salted codfish is called “Mussillo”, and the dried filet of stockfish is called “Coroniello”. From this moment forward, the word ‘baccalà’ will represent all of these forms, including stockfish.

or this purpose, the Guild will:

a) study the issues surrounding the presence of baccalà in the gastronomy of various Italian communities, will formulate new proposals, and will provide free advice, upon request, to desperate housewives, public and private institutions, and frustrated cooks, and will work silently but happily to foster knowledge about this generous food source.

b) support and facilitate all of the initiatives regarding historical and scientific research that might convince more members of the population, especially the young, to try this source of protein which has until now been considered the preserve of the humble and disinherited, to demonstrate its value as an expression of an ancient custom, civility, culture and science.

c) promote and spread factual information about those places and people in Italy and around the world where the “fast fish of the Baltic” has been honored and made the pride of restaurants or their activities.

d) award and officially recognize the best in the world of cod, from any point of the production chain, as long as they operate with full respect for nature and the knowledge that making resources renewable means taking care of them and protecting them. To that aim, we have invented the "Scella"* award, which can be bronze, silver or gold, according to the degree of merit reached. The winners have the right to be the proud holders of the award and let the world know about it in any way they please. The prizes are awarded by a top-secret commission, the "Accademia del Baccalà", a group of specialists from this noble industry and some elder members, from candidates who are nominated motu proprio or upon the recommendation of Guild members. Of course, the "Scella" is like an “illumination”: you might have one, but a moment later you might also lose it.

e) our main objectives are to collect the complete works of all the knowledge heretofore gathered about this noble creature, and once we have found the thousandth recipe (which would be, as they say, like listing the million of names for God) to erect a monument in a piazza of Naples dedicated to this eternal and humble sustainer of the human race.

\ 2) The Guild is a private, non-profit, non-political, ideology-free association, and its members act under conditions of absolute equality with regard to nationality, gender, race and religion.

3) The Guild can adhere to, twin with, or flirt with other national or international organizations or associations which express similar institutional aims and are also non-profit entities.

4) The president of the Guild will be assisted by a general secretary, a vice-president to whom they can delegate the boring or less important tasks, and by a small number of councilors (no more than five) because communication is more difficult with more than 8 people at the table. The Council will be tasked with the job of planning the activities of the Guild, accepting ideas and suggestions from any and all other sources.

5) To qualify as a "Mussillo" or "Coroniello" only those who have a squeaky clean gastronomical reputation and a recognized and certified inclination toward the culture of baccalà need apply. The candidate must submit an application for admission to the President, with a brief but impressive curriculum vitae, recommendations from at least two of the elders, and obtain a unanimous positive vote from the board of directors. Upon the proclamation of membership, new members must swear (with the possibility to revise) their preference for one of the two filets, making the choice between the Mussillo or Coroniello.

6) Despite the fact that it is a non-profit association, beyond an initial contribution for inscription it is indispensable for members to pay the annual dues of a symbolic shilling, a modest but real fee; they must also demonstrate commitment and participation and cover the costs for the publication of a more or less periodical newsletter, freely distributed to all members, in which a wide range of proposals, suggestions and news about the most important events in the field of baltic-gastronomical issues. The newsletter will be edited by a group of member-editors to be named, in addition to extemporaneous volunteers who will be asked from time to time to contribute technical data or articles. In any case, the collaborative actions, recommendations, suggestions and critical ideas of all of the member will be particularly appreciated.

7) The convivial meetings will be held at least once every two months, in addition to a few opportune or frequent visits to monitor restaurants in the area that offer special or new qualities of baccalà, or particularly innovative preparations of it. Convivial meetings will sometimes feature the host or a banquet speaker, who will be given the task of making a speech, delivering a message or moderating a conversation, none of which will exceed 20 minutes, on a subject of their choice, always centering on piscatorial subjects.

8) Being stripped of the qualification as a "Mussillo" or "Coroniello" may occur because of: resignation, abandonment or exclusion. We cannot stop members from committing the self-sabotage of submitting their resignations. A letter with the proper postage will suffice, or even an illustrated postcard. Abandonment will be automatically determined if, despite repeated solicitations, the yearly membership fee is not paid or if a member has not participated in any Guild activities for more than a year. Guild members who are gravely ill or hurt will be exonerated from the obligation to attend meetings. The exclusion, for violations of the honor cod, or for acts unbecoming of a Mussillo or a Coroniello, will be decided by the President after receiving a full report and two-thirds majority vote by the board of directors. This is not to say that the President has the power of anathema or excommunication, but rejecting the reprobate will be only to defend the good name of the Guild and its esteemed members. *Scella (ala: wing; ascella: underarm; or a large piece of baccalà, because when it is dried it looks like a wing…etymology from "ascella" with deglutition of the first letter. DODECALOGO DEL
BACCALIJERE

I) Quando tieni qualcosa da cucinare, cucinala. Quando non la tieni, cucina lo stesso. Cucina sempre!


II) Non cucinare mai come ti suggeriscono i tuoi contemporanei, men che meno come ti hanno insegnato genitori e nonni. Fallo in modo nuovo, per le giovani generazioni, tra le quali diverrai mitico, anche se è cosa conosciuta che i posteri difficilmente rendono giustizia, men che meno perdonano.

III) Non dimenticare in nessuna circostanza il vecchio detto: “Quando cucini il baccalà non c’è niente di inciso sulla pietra. I comandamenti restano sempre dieci.”

IV) Quello che puoi preparare con cento spezie, preparalo con tutte e cento; quello solo con una, preparalo con una sola. Non usare mai mezze misure: non cucinare mai con cinquanta.

V) Anche se pochi lo capiscono, trattare il Baccalà è un’Arte. Essere baccalijere vuol dire essere artista, come il prestigiatore, artista dell’inganno, o della parola, il poeta. Ma il virtuoso per antonomasia è colui che ha deciso di esprimersi col Baccalà. Per acquisire questa virtù esercitati giorno e notte.

VI) Approfitta di tutti gli svantaggi, quali l’insonnia, la prigionia,la povertà. La prima fece grande Escoffier, la seconda aguzzò l’ingegno di Lillino Scognamiglio, la terza stimolò il genio di Carème. Evita di pisolare come Artusi, la vita pia di un Corrado o le pigre ricchezze della Boni.

VII) Non cercare sempre e solo il successo. Anche se il successo ti arriderà inevitabilmente, di tanto in tanto procurati un buon fiasco, per dare finalmente agio ad amici e colleghi di compatirti un poco. Li farà sentire meglio, e ti vorranno più bene, perché non sarai più un semidio, ma uno di loro.

VIII) Creati un pubblico intelligente, che si trova più facilmente tra potenti e benestanti. In questo modo non ti mancheranno mai né appoggio, nè stimolo, chè entrambe sgorgano da quest’unica fonte.

IX) Fa in modo di preparare i piatti in modo che il commensale abbia la sensazione di sentirsi preparato quanto lo sei tu. Ogni tanto fa che lo sia veramente; inutile dire che per ottenere quest’effetto tu dovrai essere più preparato di lui

X) Credi in te, ma non troppo; dubita di te, ma non troppo. Quando sei in dubbio, credi; quando credi, dubita. È l’unico modo per estrinsecare il vero genio di un baccalijere.

XI) Non dimenticare i gusti degli ospiti: solitamente è la dote migliore che hanno; non come te che non ne hai nessuna, altrimenti non ti saresti dato a questa nobile attività.

XII) Ancora una volta, pensa all’ospite: meglio cucini, più numerosi affolleranno il tuo desco. Se darai loro piatti sempre più variati, un numero sempre maggiore accetterà le tue creazioni. Se prepari piatti per la massa non sarai mai famoso e nessuno ti riconoscerà per strada, o ti indicherà col dito mentre fai la spesa e cercherà di stringerti la mano.

TWELVE STEPS TO
BECOMING A BACCALIJERE"

I) When you have something to cook, cook it. When you don't, cook it anyway. Keep cooking!


II) Try not to cook the way your peers cook, nor as your parents or grandparents cooked. Invent something new for the younger generations, for whom you will become legendary, even though we all know that future generations tend not to do justice to anything, and rarely, if ever, do they forgive... 

III) Under no circumstances should you forget the old saying: "When you cook codfish, nothing is written in stone. There are still only 10 commandments."

IV) Whatever you can prepare with 100 spices, prepare it with all 100; whatever you can prepare with just one, do it with just one. Don't hedge: never cook with 50.

V)As only a precious few people will understand, preparing codfish is an Art. Being a baccalijere means being an artist, like a magician, the artist of deceit, or a poet, the artist of words. But the quintessential virtuosos are those who have decided to express themselves with codfish. To acquire this virtue, you must practice day and night.

VI) Take advantage of all the disadvantages, such as insomnia, imprisonment, or poverty. The first made Escoffier great, the second sparked the genius of Lillino Scognamiglio, the third triggered the ingenuity of Carème. Avoid napping like Artusi, practicing a pious life a là Corrado, or lolling in lazy wealth like Boni.

VII) Don't always try to be successful. Even though success will inevitably come to you, try to organize a huge fiasco, if only to allow your friends and colleagues to feel more comfortable and to sympathize with you a bit. It will make them feel better, and they will love you more, because you won't be such a demigod, but more like one of them.

VIII) Develop an intelligent following, which can usually be found among the powerful and the wealthy. That way, you will never want for support, or stimulation, because both only come from this source.

IX) Make sure to prepare some dishes in such a way as to make your guests feel like they are just as knowledgeable as you are. Every once in awhile, make it become true; needless to say, to obtain this effect you have to be more knowledgeable than your guest.

X)Believe in yourself, but not too much. When you are in doubt, believe; when you believe, be in doubt. It's the only way to express the true genius of a baccalijere.

XI) Don't forget the individual taste of your guests: it is usually their best trait; not like you, without any good trait at all, otherwise you would not have dedicated yourself to this noble activity.
